Syringes are available in 3ml size with 1 1/2" 20-guage, or larger 18-guage, needles.  20G needles have a slightly harder draw but do not displace as much cotton when inserted through your cartridge's filler.  18G draws juice more easily and is a better choice if you are not concerned about the size of the perforation in your filler.  For multiple general refilling through cotton filler you may find the 20G, though slower drawing, a better choice.
